One of the Officers in our Community is an idiot. Who do you think it is? let me get to know them and i'll be able to answer that..

On ts with him right now, he seems good and knows Voltag.. His stats are going down, but it seems to be due to Personal missions and possibly some grinding.
He is a TD player, but with the missions, is forced to play lights and arty... which is seems to hate.

Tier 10's are lagging behind the expected averages for the tank damage per battle. MEN may be a better fit for him.

The tanks that are lagging are mostly because they do not fit his play style. He is not a medium or arty player really, so I expected to see those behind a bit. As for the IS-4, it's not as aggressive a tank as the IS-7, which may have something to do with it but i'm not sure. In any case, his cool-down isn't over till tonight, so if you really think so, we can wait a bit for some MEN and see.
